How to make text bigger in settings:

settings > ease of access > display > drag the slider, then click apply

How to make everything (including icons and text) bigger in settings:

settings > ease of access > display > under "make everything bigger", select a magnification percentage

How to make the mouse pointer bigger in settings:

settings > ease of access > mouse pointer > drag the slider to make the pointer bigger
